These rules are created to keep the players and league safe while maintaining competition and entertainment. When it comes down to it, the rules are really "your rules." Please become a part of the growth of your league by making regular suggestions, critiques and positive observations.
1.1. Each team must have a minimum of four but may have a maximum of 16 players on its roster.
1.1.1. Only 13 players plus a goalie may be dressed for any game.
188.8.131.52. Exception to rule 1.1.1: For the first game of the season, up to 16 players are allowed to dress (and play).
1.2. Games may be started or completed with only 3 players, but not with 2 players (result is an automatic forfeit). 10-minute leeway given. *
1.2.1. The game results in a 1-0 forfeit loss and a $135 fine payable before the next game. Please give as much notice as possible in fairness to the other team. In some cases, the league is able to get enough players for a game.
1.3. Roster change and addition of new/temporary players must be given to the league before 12:30pm on the day of the game. Players who have not been approved will not be allowed to play.
1.3.1. Players that are new to the league must register online and sign a waiver before the game starts.
1.3.2. Non-Roster Players are players, or trial players that belong to a different team. A team may utilize non-roster players provided the following terms are met.
184.108.40.206 Agreement from both (a) League Leadership (ref, etc), and (b) the opposing team captain or assistant. E
220.127.116.11 The total number of players, including non-roster players, may not exceed six (6) players at anytime during the game. For example, if a roster player joins late, bringing the total players to seven (plus goalie), one non-roster player must exit the game to reduce the number of players down to the maximum of six.
18.104.22.168 The team may use up to a maximum of three (3) non-roster players.
1.3.3 In order for a player to be considered a roster player, that player must be on the team roster, or the league must be notified of the trial player within a reasonable amount of time prior to the game starting. Please note, if a player has not signed a waiver, the waiver MUST be signed BEFORE entering the gym - contact league for waivers.
1.5. Teams are comprised of 5 players on the floor (usually a goaltender and four players). A team may play without a goaltender, if it chooses to do so, at any time during the match.
1.6. Games, halves and goals will begin with a faceoff.
1.7. On change of possession, the team on offence must give the player with the ball 3 meters (10 feet) of space, and 5 seconds to make a play.
1.7.1 When a ball is covered by a team's goaltender, his or her team gets possession of the ball behind the goal line (first of the two white lines).
1.8. In order to be eligible for the playoffs a player must play a minimum number of regular season games and be on the original roster.
1.8.1. Four (4) regular season games for the 10 game season; or
1.8.2. Six (6) regular season games for the 15 game season (extended season).
1.8.3. Exceptions will only be made for teams with consistent low numbers of players at each game, a high attrition rate, or poor performance. Additions will be allowed to balance the division while not causing an advantage. This decision is at the sole discretion of NSBHA leadership.
1.9. When the ball contacts the basketball net behind either goal net, hits the curtain in the center of the gym, or gives an unfair advantage, the play shall be stopped, and change of possession to the defending team. It is at the referee(s) discretion to initiate a faceoff.
1.10. If the far (alarmed) door is opened from contact, the ref will stop play immediately.
2.1. Warm Up: Teams will be given a 5-minute warm-up before each game.
2.2. Game Length: Games will be 50 minutes in length (Two – 25 minute halves, running time, separated by a two minute half-time break).
2.3. Timeout (Playoff Only): Each team will be allowed one (1), 30-second timeout per game during playoffs only. Time is stopped during the timeout.
2.4. Mercy rule: an additional player will be awarded to a team that has a 5-goal deficit. The Mercy Rule does not apply to A Division teams and only applies to lower division teams.
2.4.1 The mercy rule is only available during regular games and never during Playoffs.
2.4.2 During inter-divisional games, the lower division teams can enact the mercy rule, while the A-Division does not have this option.
2.5 Game Decision by Score: The game will be called immediately if one team leads the other by a 10-goal margin at any point in the second half of the game. The games are also over at 15 goals. The first team to score 15 goals in a game wins.
3.1. If a penalty occurs, the play is stopped once the offending team gets possession of the ball, and the referee will signal the infraction. If the non-offending team scores a goal in a delayed penalty situation, then it is treated as if a goal was scored during that penalty. The penalty will still be recorded but not served.
3.2. The team receiving the penalty may not change lines until the regular play starts again.
3.3. The offending player must sit out of regular play for the extent of the penalty.
3.4. If any player receives three (3) trips-to-the-box during the game, the player shall receive a Game Ejection. In exception, multiple penalties can count as more than one trip-to-the-box, when that penalty is unsportsmanlike, or roughing after the whistle.
3.4.1 Upon review, the player shall be given one (1) game suspension for physical penalties. The player's conduct is also reviewed to maintain the safety of the league, and other players' enjoyment.
3.5. In the case of a penalty shot, all players must stand against the wall to give the shooter the full area to maneuver. Any player dressed for the game may take the penalty shot. The ball must always carry forward. If the ball momentum moves away from the net, the shot can be called dead at referee's discretion.
3.6. Taunting or provoking of other players or the refs will result in a unsportsmanlike penalty (see 4.10.).
3.7. “Discontent-Player Rule" Any player that is reported for aggressive, dangerous play or continuous “cheap shots" could be suspended indefinitely after review. This is to keep the league safe for everyone.
3.8. If a penalty draws an injury or blood then a five minute Major and Game Misconduct is assessed. When a major is assessed, a player from the penalized team must serve the penalty: the player serving the penalty may be substituted at any time (i.e. so as not to have one player serving the entire penalty).
3.8.1. If a player is injured and unable to continue play (e.g. hospital), the player responsible for the injury will receive a Game Misconduct, and 5-minute Major (immediate removal + 5 minute penalty).
3.8.2 Once the injured player has decided to leave the game, neither the injured player, nor the player, that induced the injury, would be allowed to return to the game.
3.8.3 Intent is not considered in the removal of a player; only, if further action is required by the league.
3.9. When an equal number of Minor penalties (coincidental) are assessed to players from both teams, both penalized players will serve the penalties with no substitution (e.g. 3 on 3).
3.9.1. If two (2) players are serving penalties, any additional penalty shall be delayed and start when the oldest (first) penalty has ended.
3.10. Game Ejection: used at the discretion of referee(s) for any player that continues to denigrate the officials, or diminish enjoyment for other players. Note: Game Ejection carries no suspension, or penalty minutes listed.
4. Minor Penalties
4.0 Two (2) minute penalty with a max of two players in the penalty box.
4.1. Body Checking: Absolutely NO BODYCHECKING is allowed. You are not allowed to physically hit the opposing player
4.2. “Closing the hand:" closing the hand around the ball and holding, or placing the ball down on the other side of body to create advantage (grasping the ball and immediately placing straight down is okay, provided that in the process of doing so an opponent's chance to play the ball is not diminished)
4.3. Delay of Game: The games will start at the scheduled times. If a team is not completely ready, a delay of game penalty is imposed. An additional two-minute penalty is given for each additional 3-minute interval.
4.4. High Sticking: Because we do not wear face shields, please make every effort to keep your sticks down.
4.4.1. Any stick contact above the shoulder of the offending player, is a high-stick. This penalty will be called anywhere on the court specifically to maintain that sticks should stay down, thereby avoiding eye injuries.
4.4.2. Deflections into the goal net, must be under the height of the cross bar. Should a ball be deflected from a height above the cross the result is a wave-off of the goal and turnover to the defensive team
4.4.3. Any high stick or cut, is assessed a Major and Game Misconduct at referee(s) discretion. If it is the opinion of the referee(s) that the high stick was due to either intent, or flagrant lack of stick control, the ref may assess a Match Penalty (5 minute penalty).
4.5. Interference: Because there is no crease at JBCC, any contact with the goalie could be considered interference at the discretion of the referee.
4.6. Interfering with game play when you are out of play. This includes dangling feet over the benches or walking through the gym during play.
4.7. Roughing: You cannot aggressively run into, push, shove or move an opposing player. That includes when a player is standing in front of the net.
4.8. Slashing: Any illegal contact with your stick against the opposing players stick or body.
4.9. Tripping: Any form of causing an opposing player to fall.
4.10. Unsportsmanlike: Taunting or provoking other players, or the refs, will result in either an Unsportsmanlike or Misconduct penalty at the referee(s) discretion. This also may include a player performing an act detrimental to the game such as tossing things into play, breaking their sticks, becoming rowdy etc.
4.10.1 Referees discretion to assess Minor, or Misconduct; and, should the abuse continue, the ref may assess a Game Misconduct (10 minute) penalty.
4.10.2 Tossing anything onto the playing surface is automatic Game Misconduct penalty.
4.11. Other basic hockey rules apply including elbowing, cross checking, holding, hooking, diving, goalie interference, playing with too many sticks, elbowing
5. Major Penalties
5.1. Four (4) Minutes + Game Misconduct + Automatic Suspension
5.2. Fighting: Players are NOT allowed to fight under any circumstance. This also includes throwing a punch/kick or even the attempt to throw one. If both players are in an aggressive retaliatory stance, then both players will be suspended; however, if there is only one aggressor the aggressor will be suspended and the defending parties actions will be reviewed. 3-5 game suspension
Bench Rule: Any player identified as the first to leave the players' bench during a fight. 1 game suspension.
5.2.2 Third Man In: Any player who is the first to intervene in an altercation already in progress except when a match penalty is being imposed in the original altercation. 1 game suspension.
5.3. Attempt to Injure: Any form of attempting to injure an opposing player including but not limited to slashing, hitting from behind, spearing, butt ending, biting, kicking, etc will be met with a stiff penalty. 1-5 game suspension or season ban (depends on situation/severity).
5.4. Abuse of Referee/NSBHA Staff: This includes verbal abuse and any form of physical contact. Even the slightest incident will be dealt with severely! This is very serious as the refs are there to insure fair play and safety. 2-12 game suspension, or lifetime ban.
5.5. Abusive Language: Any form of racial slur or derogatory comment that is overheard by the referee, NSBHA staff or through investigative interviews will not be tolerated. 2 to 6 game suspension.
5.6. Property Damage: If a player is caught causing any damage to property on purpose(keep in mind the facilities have cameras) that player will be charged for repairing the damage plus receive an additional $150 fine from the NSBHA.
5.7. Re-enter after ejection: If after being removed from the game, you re-enter the gymnasium floor without consent of the referee. 1 game suspension.
6. Equipment Requirements
6.1. Goaltenders should bring their own goaltender equipment. The Referee reserves the right to reject the use of this equipment if it is deemed unsafe or unfair to the opposing team,
6.2. Mandatory Equipment: undamaged stick, non-marking running shoes, hockey gloves and shin-guards.
6.2.1. Any type of stick (wood, graphite, plastic blade, etc) can be used, but if the stick is chipped sharp, or deemed potentially dangerous at any time before or during game action, its use will not be allowed. The rec centre commission does not permit tape on the stick blade.
6.3. Eye protection, mouth guards, jocks and helmets are STRONGLY ENCOURAGED FOR ALL PARTICAPANTS.
7. Tie Games
7.1. Regular Game
7.1.1. If the game reaches the 50-Minute time limit in a tie, the teams will go into sudden death, 3 on 3, overtime play for 3 minutes.
7.1.2. If the score remains tied after the initial overtime play a sudden death shoot-out will be used to determine the winner.
22.214.171.124. Each team will nominate 3 players from their own teams to participate in the shootout. Each of these shooters will be given one breakaway on the opposing goaltender. Sudden death shoot out rounds continue with the same 3 players until a winner is declared.
7.2. Playoff Game
7.2.1. If the game reaches the 50-Minute time limit in a tie, the teams will go into sudden death, 3 on 3, overtime play until the game is decided.
8. Other Rules
8.1. Standings Tiebreaker
8.1.1. If two or more teams are tied in the standings at season's end: the tie-breaker will be broken down to the team with the:

8.2.1. Payment must be made before the first game. If a player has not paid their fees by before the second game, they will not be allowed to play. Fee deferrals must be requested before the first game starts.
8.3.1. Jerseys are mandatory and must be worn at all times during. Game Jerseys or Shirts with numbers must be worn each game. If you do not have a number on your jersey/shirt you will not be allowed to play.
8.3.2. There is a $25 deposit for NSBHA supplied jerseys. $20 of the deposit is returned back to you when the jersey is returned, and the remaining goes towards the Jersey Replacement Fund. Players that return damaged jerseys will be charged for the cost of the jersey.
8.3.3. All non-NSBHA jerseys must be approved before play. Please ask before you purchase your own team jerseys.
8.3.4. Players must wear the same number throughout the course of the season in order for their stats to be properly recorded.
8.3.5. Your captain will be issued spare jerseys when a deposit is paid.
8.3.6. In the event of a color conflict, NSBHA issued jerseys must be worn
8.3.7. For players that borrow a jersey on more than one occasion a $5 washing fee shall be charged before obtaining the jersey.
8.4.1 Absolutely no alcohol is permitted on premise. The Recreation Commission has explicitly stated that North Shore Ball Hockey is not to allow intoxicated persons on premise. Ejection from the game and a one-game suspension to players that are noticeably intoxicated as deemed by the staff of league.
The league has the right to expel any player/team from the league if they deem to play in an unsafe manner or threatens any other players, teams, and/or officials in the league. If a player is suspended they forfeit any rights to play during the specified time. Furthermore, they will not be refunded for any time missed. All fines must be paid by the player prior to returning.
